Usernames and emails
A domain username allows you to login and access the HSE network.
Use NSD Self Service to request a domain username, email address or generic mailbox.

Internet services and web page whitelisting
Following the recent cyber attack, external websites in the social, media and TV categories are not available. For example, Twitter and Facebook sites are not accessible.
If a site is blocked and you require access for work-related purposes (or whitelisted), complete the Internet content filter exemption form. Log a request ticket and attach a copy through NSD Self Service

Getting access to a network folder (for more than one user)
Complete the network access request form to get access to a network folder, for one or more users.
You must complete the form in Word. Print and sign the form. Log a request ticket and attach the form through NSD Self Service
Disable, remove, modify or enable access to an account
Complete the disable or remove access request form to remove, disable or enable access to accounts. This includes email, and to remove or re-enable access privileges to the domain (network).

Complete all parts of the form. Incomplete forms will be returned to you.
NE or NW shared mailbox setup (previously on Lotus Notes)
Getting your mailbox setup and accessible through Outlook Web Access (OWA)
If you had a shared mailbox in Lotus Notes and now require it set up on OWA, you must submit a ticket request.
Submit a ticket request through Ivanti Self Service using the ‘NE & NW Shared Mailbox Request’ tile.
Alternatively, you can manually complete the set up shared mailbox form
Remote access VPN account
Having a VPN account enables you to access the HSE network remotely when using a HSE laptop. Only HSE users are given VPN account access.
The VPN account will only work using a private broadband connection.
To request a VPN account, you must have recorded your Ivanti Self Service security questions. Record your security questions using NSD Self Service via the ‘update your user profile’ tile. When this has been done, complete the remote access VPN request form to request a remote access account using Virtual Private Network (VPN) software.
You must complete the form in Word. Print and sign the form. Log a request ticket and attach the form through NSD Self Service using the 'Log a Service Request' tile.

Temporary access to another person's account
Complete the temporary access to other user account form to get access to another staff member's account. This includes access to another person's mailbox, folder or systems.
The form requires HR authorisation and to also be authorised by a senior manager.
You must complete the form in Word. Print and sign the form. Log a request ticket and attach the form through NSD Self Service
Server access request
Access to HSE servers is given through privileged access. You must have an elevated account to administer servers within the HSE.

Sharefile allows information and files to be shared securely. Request access via the Citrix Sharefile Request window on NSD Self Service
Requesting a third party account and access to the HSE network
HSE directorates/service areas must ensure that commercial service providers they contract, with direct or indirect access to patient or employee data, sign the HSE Service Provider Data Processing Agreement (DPA).
DPA list
The DPA form is only intended to be completed by commercial third party service providers or suppliers who are providing contracted services to the HSE, and who will be processing personal data on behalf of the HSE. That is, those that are acting as a ‘data processor’ for the HSE.
This list includes, but is not limited to, commercial service providers who are responsible for the:
- supply, service and support of HSE clinical devices
- supply, management and support of HSE information systems
- provision of consultancy services
- provision of data management services - data collection, processing, storage, hosting, transfer, conversion, copying, transcription, disposal/destruction, archiving
Important
The DPA must be completed by commercial third party service providers to the HSE who will be processing personal data on behalf of the HSE
Each HSE directorate/service area should ensure the signed copy is stored with the original procurement contract provided by the commercial service provider.
The DPA does not apply to:
- health service providers who are funded by the HSE. For example, voluntary hospitals and non-acute agencies, voluntary and community agencies funded under the Health Act 2004 and agencies funded under the Child Care Act 1991. These providers are covered by HSE service level arrangements.
- where the HSE is under a legal obligation to share patient information with an organisation or agency. For example National Cancer Registry Ireland.
The OoCIO keeps a list of commercial service providers who have signed the DPA form.

To request third party access to the HSE network, you must ensure a DPA is in place.
You must complete one or more of the following forms depending on requirements:
- HSE Service Provider Data Processing Agreement (DPA)

Log a ticket when the DPA is completed and received. You must complete this form if the third party wants to add a non-standard device to the HSE network. HSE funded agencies must complete this form when requesting a new domain account and include this with their Domain access and email address request form as part of a ticket
Requesting remote access for third parties to the HSE network
External third parties can access the HSE network remotely over Citrix Cloud
- to request access to Citrix Cloud, there must be an approved DPA in place for the external third party
- requests for third party access must have a HSE sponsor
- Healthirl domain account is required
- To request access to Citrix Cloud, log a ticket when the DPA is completed and approved
- a Citrix Cloud remote access request form is required to request a new Citrix Cloud account
- the third party must provide an email address and mobile phone number
- HSE sponsor new Citrix Cloud access request
Citrix Cloud account restrictions
Restrictions are applied within the HSE Citrix Cloud environment by default, for example, restrictions for printing, in/outbound clipboard.
- an exemption request can be raised through the HSE sponsor to lift a restriction
- each request is reviewed on its own merit and requires a HSE sponsor and senior OoCIO approval before a restriction can be lifted
- a Citrix Gateway Access Security Exemptions form is required to request an exception and can be included in a NSD Self Service ticket
- HSE sponsor requesting an exception to be added to a third party Citrix Cloud account
Citrix Cloud remote access request form
The Citrix Cloud remote access request form is used to request off-premise Citrix Cloud remote access to the HSE domain and IT resources.
The request must be completed by a HSE information owner or their nominee. Send completed forms to the National Service Desk.
Generic network domain access request form
The generic network domain access request form is used to request the creation of a HSE generic network domain access account.
The form must be completed by the proposed designated owner, at grade VIII (equivalent or higher).

Setup new or amend access to a generic mailbox
The setup new or amend access to a generic mailbox form is used to set up new, grant or amend access to a HSE generic mailbox. The form must be completed by the requesting user and their line manager.
