HSE CEO Award and Innovation Bursary 2026

The HSE Spark Innovation Programme is launching the 2026 HSE CEO Award and Bursary to recognise clinical staff who are making a difference through innovation in Ireland’s health service.

This award celebrates projects that improve patient care, access to services, and waiting times by making the best use of HSE resources. It also highlights initiatives that could be expanded or used in other parts of the health service.

2 bursaries, each valued at €10,000, will be awarded:

  • 1 bursary for an innovation addressing acute hospital waiting lists
  • 1 bursary for an innovation addressing community healthcare waiting lists, including primary care, older persons, mental health and disability services

Recipients will be honoured at the HSE Spark Summit, where their work will help inspire future innovation across the health service.

Who can apply

The CEO Award and Bursary is open to:

  • clinical staff working within the HSE or Section 38 organisations
  • multidisciplinary teams, led by an eligible clinical staff member

Applicants must have implemented an innovation that:

  • improves access to care or reduces waiting times
  • demonstrates measurable impact on patient outcomes or service delivery
  • uses existing HSE resources effectively
  • shows clear potential for scalability and sustainability

How you can use the bursary

Successful applicants may use the €10,000 bursary for:

  • further education related to innovation, healthcare improvement or leadership
  • reinvestment into the existing project, for example, expanding scope, enhancing outcomes or preparing for broader implementation

Note: funding cannot be used for recruitment, agency staffing or consultancy fees.

Selection process

Applications will be assessed by a judging panel, who will consider

  • innovation and creativity
  • impact on patient care and access
  • effective use of existing HSE resources
  • potential for scalability across the health service

Award presentation

The winning projects will be announced and celebrated at the HSE Spark Summit, showcasing the work of clinical staff who are making a real difference in healthcare.
