Major Emergency Management

Major Emergency Management (MEM) is the system the HSE uses to prepare for and respond to major emergencies. It ensures we have the plans, people, and coordination needed to act quickly and effectively when serious incidents occur.

Major Emergency Management (MEM) is an important part of how the HSE prepares for major emergencies. Its purpose is to make sure the health service is ready to respond when something serious happens. This includes having the right plans, training, capacity, and coordination in place. MEM uses a flexible, all‑hazards approach so we can respond effectively to many different types of emergencies.

Major Emergency Plans set out how the HSE coordinates emergency responses at on‑site, local, and regional levels. Sub‑plans support this work across sites and services.

How we integrate with other agencies

HSE plans are designed to work with the emergency plans of:

  • local authorities
  • An Garda Síochána
  • upper‑tier Seveso sites

Sub‑plans for each site and service support this coordination.

How MEM fits into HSE structures

MEM builds on the strengths and skills we already have. It uses what we do well as the basis for how we respond to emergencies. The aim is to fit smoothly into existing HSE and government structures, with extra coordination added only where it’s needed.

Staff responsibilities

Staff have key responsibilities during a major emergency.

You must:

  • be familiar with your Area Major Emergency Plan
  • understand sub‑plans relevant to your service
  • know your specific role during an emergency response
