Procurement

The HSE is the largest purchaser of goods and services in the State and spends approximately €5.5bn every year. To deliver health and social care services, the HSE procures goods and services ranging from medicines, medical equipment, surgical supplies, personal aids, and medical services, through to national ICT systems. Operating within a regulated environment, all HSE procurements are governed by complex EU and national legislation and seek to maintain the HSE goal of delivering effective and safe patient care.

Procurement objectives

Support service delivery across the health sector

Provide continuity of supply; ensuring availability of appropriate quality goods and services where and when needed.

Maintain effective governance and compliance

Ensure the HSE and all staff members are complicit with procurement Directives, Legislation, Circulars and other legal requirements.

Achieve greater value for money to support reinvestment into patient care and service delivery

Ensure that purchasing is carried out in a coordinated and strategic manner that maximises opportunities for savings and improved compliance.

Facilitate environmental, societal and economic objectives through procurement

Encourage and stimulate opportunities for green procurement, innovation, social inclusion and participation by SME and micro enterprise in the procurement process.

Procurement in the HSE

Procurement in the HSE coordinates the procurement and delivery of goods and services by drawing on the three core capabilities:

Strategic sourcing and contracting

Coordinates health sector procurement on a public sector-wide basis in collaboration with the Office of Government Procurement (OGP) and directly leads activities to procure and establish compliant contracts for the health-specific expenditure categories. It drives improvements in the Spend Under Management within the HSE, a key metric used to represent the value of compliant contracts managed within the HSE.

Logistics and inventory management

Manages the purchase, storage and distribution of goods to optimise efficiencies for service delivery. It drives greater efficiencies through management of stock at the point of use.

Business support

Provides a range of procurement support services, including: business relationship management, Level 1 helpdesk, compliance monitoring, training, and project management.

Procurement Policy Statement

HSE policies, procedures, standard templates and forms, guidance and applicable legislation are designed to ensure that HSE applies the highest standards of integrity, fairness, legality, confidentiality, and disclosure of interest to all procurement related transactions. All relevant procurement regulations should be applied so that competition is promoted, value for money secured, equal access to publicly funded contracts is afforded to all taxpaying suppliers, and openness and transparency assured. Where relevant, HSE procurement decisions should take account of prevailing social and environmental ethical standards.

The primary objectives guiding HSE Procurement activities are to ensure that all transactions:

  • meet the requirements of customers
  • give best value for money
  • utilise the HSE's significant purchasing power
  • are totally transparent and proportional
  • ensure equality of access to qualified suppliers
  • are formally contracted
  • fully comply with Government Guidelines and EU Directives applicable to state bodies
  • are undertaken in a professional manner
  • supports green procurement across the healthcare sector

Enabling Sustainable and Greener Public Procurement

Sustainable Procurement forms a central pillar of the HSE Climate Action Strategy. To support this, the HSE has developed a Green Procurement Strategic Framework, which sets out a clear approach to meeting Buying Greener obligations. The framework establishes minimum requirements to address the key environmental and social impacts of HSE contracts with suppliers and service providers. It also encourages the use of the GPP Criteria Search tool to help integrate environmental considerations into public procurement processes.

The framework further commits to staff training and sets measurable targets, supported by mechanisms for monitoring and reporting progress. Building on achievements to date, HSE procurement teams continue to embed sustainability principles across a wide range of contracts. In doing so, the HSE demonstrates its ongoing commitment to advancing sustainable healthcare delivery and its leadership role in promoting environmental and social responsibility across the healthcare sector.
