National Doctors Training and Planning (NDTP) is responsible for ensuring that the Irish health service is provided with the appropriate number of specialists to deliver high quality and safe care and whose training is matched to the model of healthcare delivery in Ireland.
Consultants Division
The Consultants Division is responsible for the regulation of the number and type of medical consultant posts. The core functions of the Consultants Division are to provide administrative support to the Consultant Applications Advisory Committee (CAAC) and Type C committees and to expedite the consultant application and approval process.
Consultant Applications Advisory Committee (CAAC)
The role of CAAC is to provide independent and objective advice to the HSE on applications and qualifications required for consultant posts. The recommendations of CAAC are then submitted to the Chief People Officer and, if a post is approved, the Consultants Division issues the Letter of Approval (LOA).
The Consultants Division processes all applications for consideration by the CAAC. The meeting dates for the year can be found below.

Type C Committee
The purpose of the Type C Committee, which was established in accordance with the provisions set out in the Consultants’ Contract 2008, is to make recommendations to the HSE on applications for Type C posts. This advice is then provided to the Chief Executive Officer of the HSE for a final decision on requests for Type C posts.

Doctors integrated management E-system (DIME) and National Employment Record (NER)
DIME is the national system that captures, manages and reports medical workforce and training information. This helps us make evidence-based decisions across the NDTP.
NER (National Employment Record) allows NCHDs to interact virtually with their Medical Manpower and Occupational Health Dept to process pre-employment screening documentation as well as giving them the ability to access other resources such as financial supports and E-Portfolio.
